If it worked the embargo would vindicate the rights of neutral nations and point to a new way of conducting foreign affairs. However, it backfired leaving the U.S. economy poor. The movement was so bad for New England that a movement was called to secede from the union. Jefferson called for a repeal of the embargo act in 1809 but it was still illegal for ships to trade with Britain and France
